Participation of Mr. Asaf Hajiyev, PABSEC Secretary General, in the UNOCT International Conference, St. Petersburg, 17 April 2025

Mr. Asaf Hajiyev, PABSEC Secretary General, took part in the International Conference "Legislative Regulation of Measures to Counter the Use of Artificial Intelligence and Other New Technologies for Terrorist Activities", jointly organized by the UN Office of Counter Terrorism, the Interparliamentary Assembly of the Member Nations of the CIS and the International Committee of the Red Cross in St. Petersburg on 17 April 2025.

The event was attended by representatives of 22 international organizations and parliamentarians from the CIS countries. The experts considered the challenges and opportunities posed by AI and new technologies, as well as potential humanitarian consequences, including harm to civilians. Particular attention was paid to the existing gaps in the legislation. The event was opened by Ms. Aigul Kuspan, Chairperson of the IPA CIS Permanent Commission on Political Issues and International Cooperation, Chairperson of the Committee of the Mazhilis of the Parliament of the Republic of Kazakhstan on Foreign Affairs, Defense and Security.

In his speech, Mr. Asaf Hajiyev, PABSEC Secretary General, noted the importance of introducing artificial intelligence technologies into various spheres of life. He noted that the use of artificial intelligence and new technologies in the context of the fight against terrorism is becoming increasingly topical in the international arena. Mr. Hajiyev said that in the second half of 2025, the PABSEC, within the framework of three committees, will discuss the issue of using artificial intelligence for sustainable socio-economic development, considering this topic from different perspectives. The Secretary General also noted the complexity of the situation in the Black Sea region and expressed the opinion that the Black Sea should not separate countries and peoples, but, on the contrary, unite.

Following the conference, it was decided to continue work on the development of legislation that considers security requirements, technological innovations and respect for human rights.

On 18 April 2025, the conference participants took part in the Ceremonial Session of the Interparliamentary Assembly of Member Nations of the CIS, dedicated to the 80th Anniversary of the victory in the Great Patriotic War (the World War II).
