The PABSEC Monitoring Mission to the Parliamentary Elections in Georgia, 26 October 2024
The PABSEC Delegation composed of Mr. Daniel Constantin, PABSEC Vice-President, Head of the PABSEC Romanian Delegation, Mr. Ivan Kyrylenko, Member of the PABSEC Ukrainian Delegation, and Mr. Asaf Hajiyev, PABSEC Secretary General, took part in the monitoring mission to the parliamentary elections in Georgia on 26 October 2024.
The elections were held under the new system approved in 2017 through the constitutional amendments that shifted the electoral system towards a fully proportional representation with a 5% electoral threshold. In the elections for a 150-member Parliament participated 18 political parties. The elections were conducted with predominantly electronic voting and voters cast ballots at polling stations using electronic vote machines. About 90 % of voters voted using this new procedure. Remote and overseas constituencies used traditional polling procedures.
On Election Day, the PABSEC Delegation visited polling stations in Tbilisi, Mtskheta (Mr. Constantin and Mr. Hajiyev) and Batumi (Mr. Kyrylenko). The polling stations in Tbilisi and Mtskheta used electronic vote machines. The voting procedure was well organized, and participation was high. According to the data of Central Election Commission the turnout was 58,96 %.
According to the preliminary information out of the 18 political parties only 5 could pass the threshold. According to the official results as of 27 October 2024 (99.64 % of votes cast) the votes were allocated as follows: The Georgia Dream - 54.086%, Coalition for Changes Gvaramia Melia Girchi Droa – 10.923%; Unity-National Movement – 10.122%; Strong Georgia - Lelo, For People, For Liberty – 8.781%; Gakharia for Georgia – 7.761%.
